In the coming months, some of the worst collateral damage of US tariff wars will occur in sub-Saharan Africa. The adverse impact is likely to be aggravated by US protectionism, which shuns economic integration in Africa.

Africa pins high hopes on the Belt and Road Initiative to promote African industrialization and infrastructure construction, and to turn the 21st century into an era of African development. The priorities of Washington and Beijing could be in concert here, giving the US and China historic roles to play.

China and the U.S. share common interests but very different approaches in Africa. If the two countries can explore possibilities to realize bilateral security cooperation and work to maintain peace and stability in the continent, they can set the stage for a new type of major-country relations that rises about fierce competition.

Though 34 African countries are signatories to the Rome Statute, the continent now generally sees the ICC as a political organ that has “deviated from its original purpose”, exercising double standards and “only targeting African countries for case investigation and conviction”. The US exempts itself but demands compliance from the rest of the world.

As China grows more prosperous and consumer-oriented, so will its e-waste stream, much of which will inevitably be exported to West Africa. The U.S. only recycles about 15 percent of its e-waste, and China, 30 percent. West Africans ought to persuade both major powers to prohibit the export of e-waste.

Promoting peace and stability in Africa, and strengthening security cooperation with Africa has been an important pillar of China-Africa cooperation in recent years.

China and the U.S. could set an example for international cooperation in fighting epidemics and call on developed and developing countries alike to cooperate in combating Ebola so as to avoid panic in Africa and the world at large.
