Hong Kong’s Uncompromising Chief

On the eve of Tuesday’s talks with student leaders of the democracy movement, Hong Kong’s embattled Chief Executive has a message for the world: No compromises, and no apologies. Which means that Hong Kong’s upheavals are likely to continue.

Speaking Monday evening to foreign journalists at his official residence, Leung Chun-ying reiterated some familiar points. He insisted that he won’t resign. And he stressed that Beijing won’t withdraw its Aug. 31 decision denying free elections to Hong Kong in 2017. More worrying, he declared that even elections set for 2022 and beyond couldn’t include a “civil nomination” process whereby the people of Hong Kong might get to pick the candidates who compete to lead them.
