In May, the world lost one of its most thoughtful and influential voices in international affairs: Professor Joseph S. Nye Jr. At 88, he left behind a legacy as a teacher, theorist, and bridge-builder between nations. I am deeply saddened by his passing. I was privileged to have known him personally, and as I reflect on our interactions over the years, I am reminded of his immense generosity of spirit, intellectual clarity, and unwavering commitment to peace through understanding.

America’s best-laid plans to change China have clearly failed over the decades. The question now is whether Donald Trump can rise above that history and meet China on its own terms. If not, the incoming occupant of the White House will sadly preside another failed episode of fruitless U.S. ambitions to conquer China.

Since the early 1970s the United States and China have exchanged teams of agricultural scientists to explore solutions to food security issues. Agriculture has been a part of the U.S.-China Science and Technology Agreement since 1979 and over 2100 U.S. scientists traveled to China to learn more about their technology with a near equal number of Chinese scientists also participating in the exchange. Sadly, this foundational agreement expired in August 2023 and is operating on just a 6-month extension.

The first debate between the Republican Party’s candidates for next year’s US presidential election revealed major schisms over foreign policy. While former US Vice President Mike Pence and former US Ambassador to the United Nations Nikki Haley defended America’s support for Ukraine in Russia’s war of aggression, Florida Governor Ron DeSantis and businessman Vivek Ramaswamy expressed skepticism. Former President Donald Trump – the unquestioned front-runner – skipped the event, but he, too, has objected to US involvement in that conflict.

On January 4, 2023, Ambassador Qin Gang, Minister of Foreign Affairs of China, published an article on The Washington Post. The following is the full text as posted on the website of the Chinese Embassy in the United States. On Dec 31, 2022, Qin, 56, was appointed the new foreign minister, replacing Wang Yi. Qin was named China's ambassador to the U.S. in 2021.

At this year’s Aspen Security Forum (which I co-chair) in July, China’s ambassador to the United States, Qin Gang, appealed for better understanding of his country. But there was considerable debate among the assembled experts about China’s objectives. President Xi Jinping has announced China’s intention to outpace America in critical technologies such as artificial intelligence and synthetic biology by 2030, and many analysts predict that China’s GDP (measured at market exchange rates) will surpass that of the US early in the next decade. Is China seeking to displace the US as the world’s leading power by the centenary of communist rule in 2049?

The advent of plastic mulch has electrified agricultural output globally, with China leading the way in its application. Sadly, plastic fragments are now heavily polluting China’s agricultural soils. New regulations within the 14th five-year plan set out to greatly restrict the use of the ultra-thin plastic and protect China’s soil.
